January 21, 1908: The Sullivan Ordinance passed. This law made it illegal for the manager of a public venue to allow women to smoke there. Only one arrest was made, Katie Mulcahey, who was fined $5 for smoking in public, and went to jail as a matter of principle. Not only was the law misapplied (women weren't prohibited from smoking, only venues from allowing them to), but it was premature -- the mayor had not yet signed it into law. He vetoed it 2 weeks later.
