The US Public Health Service, in conjunction w/ the Tuskegee Institute in AL, had been allowing poor, rural black men w/ syphilis to go w/out treatment, even allowing them to die as a way of studying the disease. These men were intentionally misled that they were being treated for “bad blood.” Their doctors had no intention of curing them from the syphilis that was slowly killing them. :(
